| About Mizoram Public Service Commission:
Article 315 of the Indian constitution stated that, "Every state should have a Public Service Commission".As given under a constitutional provision the Public Service Commission is not under any Government Department, it is an autonomous body.As it has been given a high autonomous power, any expense of the Public Service Commission is not supposed to be taken to vote by the Legislative Assembly but CHARGED to the consolidate fund of the State.Even if the budget of the Public Service Commission is discussed in the Legislative Assembly it is not required to be put to vote. As it has been set up to run almost like a parallel Government, so as not to confuse it with any other Government Department and to emphasize its difference and so that the Public Service Commission may not confuse itself, the Supreme Court and High Court in different rulings has made certain observations as the following.
